VELCO to initiate works on PV20 Submarine Cable Replacement Project

Vermont Electric Power Company (VELCO) wants to ensure neighbors are aware of upcoming construction work associated with the PV20 Submarine Cable Replacement Project, to update the existing connection and ensure continued safe and reliable interconnection between the New York and Vermont electric grids. Construction is scheduled to start the week of April 17.

The project will replace four 1958 vintage cables that run underwater from New York to Vermont. The replacement cables will connect to Vermont’s grid at a new termination station to be located just northeast of the existing termination station in Grand Isle, Vermont. The project will also install two overhead transmission line structures to connect the new cables from the new termination station to the remainder of VELCO’s Plattsburgh-to-Vermont line. The existing seven submarine cables, the existing Grand Isle termination station, and its associated equipment and structures will be removed once the new facility and equipment is operational.

Beginning in April, crews will mobilize equipment and build an access road to the new terminal site where below-grade work will take place May through July. As part of the below-grade work four holes will be drilled from the landing station to a point in deep water in preparation for the installation of the new cables in the lakebed. Laying down submarine cable is a technical process which requires a specially-modified barge and underwater equipment to carry the submarine cables and bury them in the lakebed. This work will begin in September at the Plattsburgh landing site and travel across the lake to the new terminal station in Grand Isle. Additional boats will be used to ensure safety and to perform environmental monitoring during the cable replacement.  The replacement cable and new terminal station are scheduled to be energized in December. Removal of the existing cable and terminal station will occur in the summer 2018.
